(Ambiya') 21 : 48
وَلَقَدْ آتَيْنَا مُوسَىٰ وَهَارُونَ الْفُرْقَانَ وَضِيَاءً وَذِكْرًا لِلْمُتَّقِينَ
And Surely We had already given Moses and Haroon the Criterion, Light, and Reminder for the heedful.
Adhikr is the Criterion, Light, and Reminder. And all 313 Messengers were sent down with Adhikr as explained in verse 21: 24. But only heedful will testify It as the Guidance as explained in verse 2: 2. See explanation 11: 17, 120; 20: 3 and 130-131.
